Description

Responsible to: Head of Recruitment, Medical Staffing and Transactional Workforce Team.

Responsible for: Providing a comprehensive medical staffing service. To support the Medical Director, Clinical Directors, Associate Medical Directors (AMDs) and Medical Educators leading the provision of specialist professional advice and support on all operational and strategic Medical HR issues. To co-ordinate and develop a comprehensive, specialist medical HR service and ensure a timely and efficient service is provided to all Directorates and stakeholders. To be the central advisor within the Foundation Trust on all doctors’ terms and conditions. To establish and maintain good medical HR practices and ensuring excellent communication and working relationships with stakeholders and the wider HR team.

Main areas of responsibility:
Medical staffing management (contracts and T&C’s) Responsibility for the entire medical workforce; new and existing medical staff, ensuring that their period of employment runs smoothly.

Medical Education and training Ongoing improvements to the trainee doctor’s induction process to include better engagement from FY1, FY2 and GPVTS trainees. Specifically, the half day induction, EDPS induction and mandatory training.

Medical Recruitment Provide bespoke training on medical recruitment best practice to the Resourcing Team to ensure a full understanding of the requirements, process and terminology.

Strategy, improvements and innovation to develop a Medical HR business plan to incorporate future plans for cost avoidance, savings, changes to contracts and national T&C’s and improvements to the Medical HR function.

General To be an active and supportive member of the HR team covering the duties of absent colleagues and promoting a multi-skilled environment throughout the department.

Qualifications/ professional registration and training (i.e., vocational and or accredited): First degree or equivalent skills gained through any combination of alternative study and experience. Knowledge of the specialist area of medical staffing gained through experience and/or specialist training courses. Evidence of further/continuous personal development and to have attended the NAMPS Medical Personnel Training Course or equivalent would be an advantage.

Knowledge and Experience: Experience of working in a medical HR role. A full working knowledge of the terms and conditions of NHS medical staff including the specific requirements of the appointments processes for all grades. Experience of medical staff rota design, pay and exception reporting. In depth knowledge of Consultant contract arrangements and Junior Doctors New Deal. Experience of HR, recruitment and selection processes. Experience of working with Trade Union officials would be an advantage but not essential.

People skills: Excellent communication skills including the ability to liaise and negotiate effectively at a senior level. High quality presentation and communication skills both written and spoken. Experience of line management and experience of training and coaching operational managers. Experience within the NHS.

Technical Expertise/ Competence: Understanding of employment law, current and pending legislation and EU directives including equality and diversity. Working Time Regulations and implications for clinical staff and their services, specifically EWTD and New Deal requirements. Expert knowledge of medical personnel practices and procedures and a working knowledge of the medical structures within a hospital setting. Ability to use appropriate HR Systems. Ability to understand, analyse and interpret complex information and Knowledge of Strategic Issues currently facing the NHS and Project management skills an advantage but not essential.

Other: Driving Licence and access to a car. Travel to other sites. PC Skills (including word & Excel).
